For the current Deck of Many Things, I’m drawing from 4E’s version which is significantly more nuanced than previous incarnations (they built an entire module around it). In LOZ, the Deck has been split into its component pieces. If you possess a Card, you get access to specific power of that card. There will be a cost to play the Card, limiting the number of times it can be played in a session. Some actions are bonus actions, others are regular actions. All of the powers are fairly potent (worth the cost, which is there to prevent the powers from being default actions). If the party possesses more than one card, then the card effect is chosen at random at start of the combat encounter. NPCs who possess a card may have access to the special power if they have Legendary actions, if not, then the card may have a minor passive environmental effect.
Legend has it that cards themselves can exert an effect on their owner, as they are a creation of Chaos, and seem to have an uncanny knack of joining back together when split apart. When all 22 cards are assembled, the full abilities of the Deck activate. Stories tell of wishes granted, treasures and wisdom gained, men slain, and kingdoms razed to the ground, entirely due to the random draws from this Artifact. However, tales are also told of shrewd sages, wily tricksters, and Demons who’ve figured out ways to “game” the Deck, having inordinate strings of good luck.
